Connector · Public sector ERP, permitting and courts software

Last updated: October 20, 2026

**ibl.ai publishes a free Tyler Technologies agent skill: a SKILL.md that teaches an AI agent to read and write Tyler Technologies data and expose it as an MCP tool. Download it, connect your own Tyler Technologies credentials, and run the agent on ibl.ai Agentic OS, where you own all the code and the data.**

Tyler sells public sector software including Enterprise ERP (formerly Munis) for finance, HR, utility billing and permits, and Enterprise Justice (formerly Odyssey) for court case management. Agency financial, payroll and case data live in it.

## What is the Tyler Technologies API, and what can an agent read from it?

Licensed API Toolkits expose Enterprise ERP modules (AP, AR, general ledger, purchase orders, utility billing, permits and code enforcement, recruiting, asset management). Enterprise Justice publishes API message catalogs.

- API: Tyler API Toolkits and API Connectors (Enterprise ERP); Enterprise Justice Integration Portal (Mixed)
- Access: Issued by your administrator
- Authentication: Credentials issued through Tyler's client/vendor portals (method not publicly documented)

Toolkits and Connectors are Tyler products a client licenses and uses through Tyler's API Developer Portal. The Enterprise Justice Integration Portal has separate client and vendor registration. No public self-serve keys.

Tyler does not publish its authentication scheme on public pages. Credentials and endpoint details come from Tyler after a client licenses a Toolkit or registers on the Integration Portal.

### What can an agent read from Tyler Technologies?

- **Vendors, invoices, payments** — Enterprise ERP Accounts Payable API Toolkit: vendor, invoice and payment information.
- **General ledger** — General Ledger API Toolkit: accounts, account balances, projects and journal entries.
- **Utility billing accounts** — Utility Billing API Toolkit: account, bill, consumption and meter reading information.
- **Permits and code enforcement** — Permits and Code Enforcement API Toolkit: building permits, business licenses, inspections and code enforcement.
- **Purchase orders and requisitions** — Purchase Orders and Requisitions API Toolkits: vendors, purchase orders and requisitions.

### What can an agent write to Tyler Technologies?

- **Journal entries** — General Ledger API Toolkit covers journal entry processes; exact operations are in Tyler's licensed documentation.
- **Service request incidents** — Enterprise Service Requests API Toolkit supports creating new incident records.
- **Capital asset lifecycle** — Capital Assets API Toolkit manages an asset from creation through improvements, adjustments, retirement or disposal. Confirm with the user first.

ERP data includes employee payroll and HR PII and resident billing data; payment flows can carry PCI cardholder data. Court and justice data can include criminal justice information subject to CJIS.

## How do I connect Tyler Technologies to an AI agent over MCP?

As of October 2026 we found no MCP server published by Tyler Technologies itself.

The practical path is to host a small MCP server that wraps the Tyler API Toolkits and API Connectors (Enterprise ERP); Enterprise Justice Integration Portal, or to give the agent the calls directly with the SKILL.md below.

On ibl.ai an MCP connection is three records, and a working integration always needs all three:

1. **Register the server** — `POST …/mcp-servers/` with its URL, a transport (`sse`, `websocket` or `streamable_http`) and an `auth_type` of `none`, `token` or `oauth2`.
2. **Create a connection** that holds the credential, scoped to the whole organization (`platform`), to a single agent, or to each user (`user`).
3. **Enable it on the agent** — `mcp-tool` in `tool_slugs` and the server id in `mcp_servers`. Both lists are replaced, not merged, so read the settings first.

For an API key or a service credential, one `token` connection at `platform` scope serves the whole organization; scope a connection to a single agent when that agent needs narrower access than the rest.

The field reference is in [MCP server connections](https://ibl.ai/developer/platform/mcp/mcp-connections), and the [/iblai-api-agent-mcp](https://ibl.ai/developer/skills/iblai-api-agent-mcp) skill runs all three steps from a coding agent.

## What does the Tyler Technologies agent skill do?

The Tyler Technologies skill is one SKILL.md file named `iblai-connect-tyler-technologies`. It gives an agent the auth conventions, what to read, which writes need a person's confirmation, the ibl.ai MCP wiring, example prompts and guardrails.

[Download the Tyler Technologies SKILL.md](https://ibl.ai/developer/connectors/tyler-technologies/SKILL.md)

Save it as `.claude/skills/iblai-connect-tyler-technologies/SKILL.md`, or in your agent's skills folder. The ibl.ai platform skills it calls come from one install:

```
npx skills add iblai/vibe --all
```

This connector skill is a starting point maintained on ibl.ai, not part of the iblai/vibe repository.

It was checked against Tyler Technologies' documentation on October 20, 2026. Test it against your own Tyler Technologies setup before you rely on it.

### What can I ask a Tyler Technologies agent to do?

- “List open purchase orders over $50,000 for the public works department”
- “Show the general ledger balance for account 100-4110 this fiscal year”
- “Find utility accounts with meter readings that jumped more than 40% this cycle”
- “List building permits issued last week with their inspection status”

## How do I run a Tyler Technologies agent on ibl.ai?

[Agentic OS](https://ibl.ai/product/agentic-os) is where the agent runs on ibl.ai: it holds the Tyler Technologies MCP connection, the model the agent uses, its instructions and its conversation history.

On ibl.ai you own all the code and the data, run it model-agnostic across any LLM, and pay with no per-seat pricing — so you can deploy anywhere, from your own cloud to a fully air-gapped network.

## What else should I know before connecting Tyler Technologies to an AI agent?

### Is there an official Tyler Technologies MCP server?

Not that we found as of October 20, 2026: Tyler Technologies documents the Tyler API Toolkits and API Connectors (Enterprise ERP); Enterprise Justice Integration Portal, not an MCP server of its own.

The SKILL.md on this page gives an agent the integration directly, and any MCP server you host can be registered on ibl.ai.

### Who can get Tyler Technologies API credentials?

Toolkits and Connectors are Tyler products a client licenses and uses through Tyler's API Developer Portal. The Enterprise Justice Integration Portal has separate client and vendor registration. No public self-serve keys.

### Does Tyler Technologies data leave my infrastructure when an ibl.ai agent uses it?

On ibl.ai, you own all the code and the data. Self-hosted in your cloud or data center, the agent, its MCP connections and its conversation logs stay inside your perimeter.

Because the platform is model-agnostic, you can point the agent at a model you host, so Tyler Technologies records need not reach a third-party model provider.

### Is the Tyler Technologies agent skill free to use?

Yes. The SKILL.md is a free download with no sign-up. It assumes you already have Tyler Technologies credentials, and your agreement with Tyler Technologies still governs how you use its API.
