How Government Agencies Can Experiment with AI Without Compromising Security

The agency CIO approved an AI pilot. Three divisions are already using unapproved tools. Here's how to enable experimentation within ATO boundaries.

The Shadow AI Problem in Government

The agency CIO is carefully planning an AI pilot program. A governance committee has been formed. An RFI is being drafted. The acquisition timeline is 18 months.

Meanwhile, three program offices have signed up for free-tier AI tools using government email addresses. A policy analyst is pasting sensitive documents into a commercial chatbot. A training officer is using an unapproved tool to generate curriculum content.

This isn't hypothetical. It's happening in most federal agencies right now.

The governance committee isn't wrong to be careful. The divisions aren't wrong to want AI tools immediately. Both are responding rationally to their incentives. The governance committee is accountable for compliance. The divisions are accountable for mission delivery.

The question isn't who's right. It's how to build infrastructure that serves both needs simultaneously.

Why Governance Committees Stall

Federal AI governance committees face a structural problem that slows them to a crawl.

They're asked to evaluate specific tools. Each tool requires security review, privacy impact assessment, ATO analysis, and data handling evaluation. The committee processes these sequentially because each review requires the same scarce resources — the CISO's team, the privacy officer, the general counsel.

By the time one tool is evaluated, two more have been requested. The backlog grows. Divisions wait months for authorization. Mission deadlines don't wait.

The committee isn't slow because its members are bureaucratic. It's slow because it's evaluating tools when it should be authorizing infrastructure.

There's a fundamental difference between "should division X be allowed to use tool Y?" and "here's an authorized platform — divisions can experiment within these boundaries."

Within this authorized boundary, divisions operate their own AI workspaces. The training division builds workforce development agents using their training data. The operations division builds process automation workflows using their operational data. The policy division experiments with document analysis tools using their policy documents.

Each division owns its workspace — choosing models, connecting data sources, configuring guardrails — without needing individual tool-level approvals. The platform-level ATO covers all of them because the security boundary is the platform, not the individual use case.

The CISO's team maintains the platform authorization. The divisions maintain their workspaces. Neither bottlenecks the other.

The ATO Boundary Approach to Experimentation

Traditional government IT security treats every new capability as a new system requiring a new ATO. This made sense when systems were monolithic and each deployment was architecturally distinct.

AI platforms don't work that way. A well-architected AI platform is a shared service — like an email system or a collaboration suite — where new capabilities are configurations, not new systems.

When a division creates a new AI agent on an authorized platform, that agent operates within the platform's existing security boundary. The data stays within the authorized infrastructure. The authentication uses the existing PIV/CAC integration. The logging feeds into the existing continuous monitoring framework.

This means experimentation can happen at division speed while compliance operates at agency rigor. The platform ATO is maintained continuously. Division experiments don't require individual security reviews because the security controls are implemented at the platform level.

Phase 2: Identity integration (2-4 weeks, parallel with Phase 1). Integrate PIV/CAC authentication, SAML federation, and Azure AD where applicable. Configure role-based access controls that align with the agency's organizational structure. This can run concurrently with ATO activities.

Phase 3: Pilot division onboarding (4-6 weeks). Select two or three divisions with clear AI use cases and relatively low data sensitivity. Let them build their first AI workspaces, connect their data sources, and configure their initial agents. Use this phase to refine the operational model — how divisions request model access, how data connections are approved, how guardrails are configured.

Phase 4: Expansion and governance refinement (ongoing). Open the platform to additional divisions. Refine governance processes based on pilot lessons. Establish the model evaluation process — how new LLMs are assessed and authorized for use within the platform. Build the internal knowledge base of effective configurations and use cases.

The critical insight: Phase 1 is the constraint. Agencies that start with tool evaluation (the governance committee approach) spend 12-18 months before anyone uses anything. Agencies that start with platform authorization spend 8-12 weeks on infrastructure and then move to experimentation immediately.

How to Organize Divisions, IT, and Compliance for AI

The organizational question is where most agencies get stuck. Who owns the AI platform? Who approves new use cases? Who decides which models to deploy?

A model that works across federal agencies looks like this.

CIO/IT organization owns the platform infrastructure. They're responsible for deployment, ATO maintenance, continuous monitoring, and model availability. They run the platform the way they run other shared services — email, collaboration, identity management.

CISO/Security defines the security boundary and maintains the authorization. They approve data classification levels for the platform, review model security properties, and ensure continuous monitoring captures AI-specific events. They don't approve individual use cases — they maintain the boundary within which use cases operate.

Division leadership owns their AI workspaces. They decide which use cases to pursue, which staff get access, and how AI outputs integrate into their workflows. They're accountable for the mission value generated, not the technical infrastructure.

Privacy/Legal establishes guardrails for data types and use case categories. Rather than reviewing every experiment, they define boundaries — what data types can connect to AI systems, what use cases require additional review, what outputs need human validation before action.

This model distributes authority where expertise lives. IT manages infrastructure. Security manages authorization. Divisions manage innovation. Legal manages boundaries.

The Real Barrier Isn't Security — It's Organization

Most agency CIOs cite security as the primary barrier to AI experimentation. In practice, security is a solved problem — deploy an authorized platform in an authorized environment with proper authentication and monitoring.

The real barrier is organizational. Agencies haven't yet figured out how to let divisions innovate while maintaining the oversight the mission demands.

The answer isn't more governance committees. It's authorized infrastructure with distributed ownership. Build the secure foundation once. Let divisions build on it continuously.

The agencies that figure this out first will have a compounding advantage — not just in AI capability, but in the organizational muscle memory of innovation within accountability. That capability, once developed, accelerates everything that comes after.
