Accela Civic Platform MCP Server & Agent Skill
Last updated
ibl.ai publishes a free Accela Civic Platform agent skill: a SKILL.md that teaches an AI agent to read and write Accela Civic Platform data and expose it as an MCP tool. Download it, connect your own Accela Civic Platform credentials, and run the agent on ibl.ai Agentic OS, where you own all the code and the data.
Accela Civic Platform runs permitting, licensing, inspections and code enforcement for state and local agencies. It holds records (permits, licenses, service requests), inspections, fees, payments, parcels, owners and documents.
What is the Accela Civic Platform API, and what can an agent read from it?
JSON REST API over Civic Platform: records and their fees, contacts, workflow tasks and documents; inspection scheduling and results; addresses, parcels and owners; search; settings; payments.
- API: Accela Construct API (v4) (REST)
- Access: Public, self-serve
- Base URL: https://apis.accela.com/v4/
- Authentication: OAuth 2.0 authorization code; OAuth 2.0 implicit; OAuth 2.0 password credential; App credentials (x-accela-appid / x-accela-appsecret)
Any developer can sign in to the Accela Developer Portal and register an agency or citizen app to get an app ID and secret. Data access needs the agency name and environment from Accela support (hosted) or the agency's admin (on-premise).
Tokens come from https://auth.accela.com/oauth2/token with scopes such as records or inspections. Requests send the token in Authorization plus x-accela-appid, x-accela-agency and x-accela-environment headers. Some endpoints need no token.
What can an agent read from Accela Civic Platform?
- Records β GET /v4/records filters by type, status and module; GET /v4/records/{ids} returns specific records.
- Inspections β GET /v4/inspections, plus available dates and a record's inspections via /v4/records/{id}/inspections.
- Fees and payments β GET /v4/records/{id}/fees, /invoices and /payments for a record.
- Parcels, addresses, owners β GET /v4/parcels, /v4/addresses and /v4/owners, with links to related records.
- Search β POST /v4/search/records, /inspections, /parcels and other search resources.
What can an agent write to Accela Civic Platform?
- Create record β POST /v4/records creates a record such as a permit application or service request.
- Schedule or result inspection β POST /v4/inspections/schedule; PUT /v4/inspections/{id}/result records an outcome.
- Update workflow task β PUT /v4/records/{recordId}/workflowTasks/{id} advances a record's workflow.
- Add fees β POST /v4/records/{recordId}/fees adds fees to a record. Confirm with the user first.
- Delete records β DELETE /v4/records/{ids} removes records. Confirm with the user first.
Limits: List endpoints page with limit and offset query parameters; fields= limits returned fields. Rate limits are not documented on the pages loaded.
Records carry applicant and property-owner PII and can include payment data subject to PCI rules. Many permit records are also public records under state law.
How do I connect Accela Civic Platform to an AI agent over MCP?
As of October 2026 we found no MCP server published by Accela itself.
The practical path is to host a small MCP server that wraps the Accela Construct API (v4), or to give the agent the calls directly with the SKILL.md below.
On ibl.ai an MCP connection is three records, and a working integration always needs all three:
- Register the server β
POST β¦/mcp-servers/with its URL, a transport (sse,websocketorstreamable_http) and anauth_typeofnone,tokenoroauth2. - Create a connection that holds the credential, scoped to the whole organization (
platform), to a single agent, or to each user (user). - Enable it on the agent β
mcp-toolintool_slugsand the server id inmcp_servers. Both lists are replaced, not merged, so read the settings first.
Accela Civic Platform supports per-user OAuth, so the server can use auth_type=oauth2 with auth_scope=user: each person connects their own Accela Civic Platform account in the chat the first time the agent needs it.
The field reference is in MCP server connections, and the /iblai-api-agent-mcp skill runs all three steps from a coding agent.
What does the Accela Civic Platform agent skill do?
The Accela Civic Platform skill is one SKILL.md file named iblai-connect-accela. It gives an agent the auth conventions, what to read, which writes need a person's confirmation, the ibl.ai MCP wiring, example prompts and guardrails.
Download the Accela Civic Platform SKILL.md
Save it as .claude/skills/iblai-connect-accela/SKILL.md, or in your agent's skills folder. The ibl.ai platform skills it calls come from one install:
$ npx skills add iblai/vibe --allThis connector skill is a starting point maintained on ibl.ai, not part of the iblai/vibe repository.
It was checked against Accela's documentation on October 20, 2026. Test it against your own Accela Civic Platform setup before you rely on it.
What can I ask an Accela Civic Platform agent to do?
- βList building permits submitted this week that are still in intake reviewβ
- βSchedule a final electrical inspection for record 24-BLD-00731 next Tuesdayβ
- βWhat fees are unpaid on permit 25-ROW-00112?β
- βFind all open code enforcement cases on parcel 0123-456-789β
How do I run an Accela Civic Platform agent on ibl.ai?
Agentic OS is where the agent runs on ibl.ai: it holds the Accela Civic Platform MCP connection, the model the agent uses, its instructions and its conversation history.
On ibl.ai you own all the code and the data, run it model-agnostic across any LLM, and pay with no per-seat pricing β so you can deploy anywhere, from your own cloud to a fully air-gapped network.

What else should I know before connecting Accela Civic Platform to an AI agent?
Is there an official Accela Civic Platform MCP server?
Not that we found as of October 20, 2026: Accela documents the Accela Construct API (v4), not an MCP server of its own.
The SKILL.md on this page gives an agent the integration directly, and any MCP server you host can be registered on ibl.ai.
Who can get Accela Civic Platform API credentials?
Any developer can sign in to the Accela Developer Portal and register an agency or citizen app to get an app ID and secret. Data access needs the agency name and environment from Accela support (hosted) or the agency's admin (on-premise).
Does Accela Civic Platform data leave my infrastructure when an ibl.ai agent uses it?
On ibl.ai, you own all the code and the data. Self-hosted in your cloud or data center, the agent, its MCP connections and its conversation logs stay inside your perimeter.
Because the platform is model-agnostic, you can point the agent at a model you host, so Accela Civic Platform records need not reach a third-party model provider.
Is the Accela Civic Platform agent skill free to use?
Yes. The SKILL.md is a free download with no sign-up. It assumes you already have Accela Civic Platform credentials, and your agreement with Accela still governs how you use its API.
