Tyler Data & Insights (Socrata) MCP Server & Agent Skill
Last updated
ibl.ai publishes a free Tyler Data & Insights (Socrata) agent skill: a SKILL.md that teaches an AI agent to read and write Tyler Data & Insights (Socrata) data and expose it as an MCP tool. Download it, connect your own Tyler Data & Insights (Socrata) credentials, and run the agent on ibl.ai Agentic OS, where you own all the code and the data.
Tyler Data & Insights, built on Socrata, hosts government open data portals and internal data platforms. Datasets such as budgets, 311 requests, permits, crime incidents and inspections are published as queryable tables.
What is the Tyler Data & Insights (Socrata) API, and what can an agent read from it?
Query any dataset with SoQL (a SQL-like language) via SODA 3.0 query and export endpoints, or the legacy /resource/ endpoint. The Producer API upserts, replaces and deletes rows in datasets you can edit.
- API: Socrata Open Data API (SODA) and SODA Producer API (REST)
- Access: Public, self-serve
- Base URL: https://{domain}/api/v3/views/{IDENTIFIER}/query.json (legacy: https://{domain}/resource/{IDENTIFIER}.json)
- Authentication: App token (X-App-Token header); HTTP Basic with API key ID/secret; OAuth 2.0
Anyone can register an app token in their Socrata profile settings. SODA 3.0 query requests must carry an app token or user authentication. Writes require a user with edit rights on the dataset.
App tokens identify the application for throttling. Writes and private data need a user via HTTP Basic (API key/secret recommended for scripts) or OAuth 2.0 for web apps. All authenticated requests must use https.
What can an agent read from Tyler Data & Insights (Socrata)?
- Dataset rows — POST /api/v3/views/{id}/query.json with a SoQL query and page {pageNumber, pageSize}.
- Dataset export — /api/v3/views/{id}/export.{format} returns the whole dataset (JSON, CSV, GeoJSON and other formats).
- Filtered or aggregated rows — SoQL SELECT, WHERE, GROUP BY, ORDER BY, LIMIT and OFFSET over a dataset.
- Legacy resource endpoint — GET /resource/{id}.json with $select, $where, $limit, $offset parameters.
What can an agent write to Tyler Data & Insights (Socrata)?
- Upsert rows — POST rows to the dataset endpoint as an authenticated user with edit access; existing IDs update, new ones insert.
- Replace dataset rows — PUT to the dataset endpoint replaces rows in bulk. Confirm with the user first.
- Delete rows — DELETE a single row, or include ":deleted": true for a row ID in an upsert payload. Confirm with the user first.
Limits: Requests with an app token are not throttled unless abusive; without one, requests from shared IPs are throttled (HTTP 429). Default page is 1,000 rows; SODA 2.0 caps $limit at 50,000, 2.1 and 3.0 have no maximum. Query timeout defaults to 600s.
Open data portals publish public records. Internal or private datasets on the platform can hold PII or sensitive agency data, so access should follow each dataset's permissions.
How do I connect Tyler Data & Insights (Socrata) to an AI agent over MCP?
As of October 2026 we found no MCP server published by Tyler Technologies itself.
The practical path is to host a small MCP server that wraps the Socrata Open Data API (SODA) and SODA Producer API, or to give the agent the calls directly with the SKILL.md below.
On ibl.ai an MCP connection is three records, and a working integration always needs all three:
- Register the server —
POST …/mcp-servers/with its URL, a transport (sse,websocketorstreamable_http) and anauth_typeofnone,tokenoroauth2. - Create a connection that holds the credential, scoped to the whole organization (
platform), to a single agent, or to each user (user). - Enable it on the agent —
mcp-toolintool_slugsand the server id inmcp_servers. Both lists are replaced, not merged, so read the settings first.
For an API key or a service credential, one token connection at platform scope serves the whole organization; scope a connection to a single agent when that agent needs narrower access than the rest.
The field reference is in MCP server connections, and the /iblai-api-agent-mcp skill runs all three steps from a coding agent.
What does the Tyler Data & Insights (Socrata) agent skill do?
The Tyler Data & Insights (Socrata) skill is one SKILL.md file named iblai-connect-socrata. It gives an agent the auth conventions, what to read, which writes need a person's confirmation, the ibl.ai MCP wiring, example prompts and guardrails.
Download the Tyler Data & Insights (Socrata) SKILL.md
Save it as .claude/skills/iblai-connect-socrata/SKILL.md, or in your agent's skills folder. The ibl.ai platform skills it calls come from one install:
$ npx skills add iblai/vibe --allThis connector skill is a starting point maintained on ibl.ai, not part of the iblai/vibe repository.
It was checked against Tyler Technologies' documentation on October 20, 2026. Test it against your own Tyler Data & Insights (Socrata) setup before you rely on it.
What can I ask a Tyler Data & Insights (Socrata) agent to do?
- “Count 311 service requests by type for the last 30 days on data.cityofchicago.org”
- “Pull this year's building permits over $1M as CSV from our open data portal”
- “Upsert today's inspection results into our restaurant inspections dataset”
- “Find the top 10 vendors by total payments in the city checkbook dataset”
How do I run a Tyler Data & Insights (Socrata) agent on ibl.ai?
Agentic OS is where the agent runs on ibl.ai: it holds the Tyler Data & Insights (Socrata) MCP connection, the model the agent uses, its instructions and its conversation history.
On ibl.ai you own all the code and the data, run it model-agnostic across any LLM, and pay with no per-seat pricing — so you can deploy anywhere, from your own cloud to a fully air-gapped network.

What else should I know before connecting Tyler Data & Insights (Socrata) to an AI agent?
Is there an official Tyler Data & Insights (Socrata) MCP server?
Not that we found as of October 20, 2026: Tyler Technologies documents the Socrata Open Data API (SODA) and SODA Producer API, not an MCP server of its own.
The SKILL.md on this page gives an agent the integration directly, and any MCP server you host can be registered on ibl.ai.
Who can get Tyler Data & Insights (Socrata) API credentials?
Anyone can register an app token in their Socrata profile settings. SODA 3.0 query requests must carry an app token or user authentication. Writes require a user with edit rights on the dataset.
Does Tyler Data & Insights (Socrata) data leave my infrastructure when an ibl.ai agent uses it?
On ibl.ai, you own all the code and the data. Self-hosted in your cloud or data center, the agent, its MCP connections and its conversation logs stay inside your perimeter.
Because the platform is model-agnostic, you can point the agent at a model you host, so Tyler Data & Insights (Socrata) records need not reach a third-party model provider.
Is the Tyler Data & Insights (Socrata) agent skill free to use?
Yes. The SKILL.md is a free download with no sign-up. It assumes you already have Tyler Data & Insights (Socrata) credentials, and your agreement with Tyler Technologies still governs how you use its API.
